The report traces the Akazi Kanoze story, beginning in 2009 during its first days as a training model for out-of-school youth. After several stages of scale up, the program was eventually adopted by the Rwandan government for students in technical and vocational education and training (TVET) and secondary schools nationally in 2016. 
 
Skills at Scale was featured at a recent Brookings Institution panel, "What Works in Soft Skills Development for Youth Employment," where EDC's Nalini Chugani discussed how to assess youth soft skills and use the evidence to take these programs to scale. This report about Akazi Kanoze's success offers evidence for scaling education programs and offers insights for implementers, donors, and governments.
