Inclusive Development is the concept that every person, regardless of their identity, is instrumental in the transformation of their own societies and their inclusion throughout the development process leads to better outcomes. This document 1) further explains what inclusive development is and why it is important to USAID’s work, 2) serves as a framework for applying various USAID policies and guidance that promote inclusion of marginalized groups, and 3) provides guidance to help Missions and Operating Units integrate inclusive development across the Program Cycle and operations.
Sections I–IV include the how and why of inclusive development. These sections include definitions of key terminology, the rationale for inclusive development, and an overview of existing USAID policies, strategies, and vision statements that support inclusion and equity.
Section V, "Shaping Mission Culture to Advance Inclusive Development," offers options to operationalize inclusive development through leadership and staff roles across Missions/OUs.
