The purpose of this evaluation is twofold: first, to conduct an end-of-project evaluation of the Core Education Skills for Liberian Youth (CESLY) project in Liberia and identify whether or not the project met its objectives; and second, based on those findings about the CESLY project, make recommendations to USAID/Liberia regarding how to expand access to and improve the quality of basic education for overage and out of school youth in Liberia.
