In northern Mali, the commune of Gounzoureye has 13 villages where MUJAO were recruiting during the occupation in 2012. These communities, where conservative Islamic religious ideals dominate, have long been ostracized by the rest of Gao's population and marginalized due to very limited engagement by and support from the government. After French, Malian, and international forces regained control in Gao, perceptible tensions remained within and between villages located in the Gounzoureye Commune. To reduce tension, and begin to rebuild trust and encourage reconciliation, USAID /OTI launched a series of activities targeting the commune.
